Jeff graduated from the State University of New York at Oneonta with a Bachelor of Science degree in Political Science in 1988 and earned his Juris Doctor degree from California Western School of Law in 1991.

Jeff has represented employers before State and federal courts as well as various State and federal administrative agencies, such as the California Fair Employment and Housing Commission, the United States Equal Employment Opportunity Commission, the California Occupational Safety and Health Appeals Board (Cal-OSHA), the California State Labor Commissioner, and the California Unemployment Insurance Appeals Board.

He is admitted to practice law before the Supreme Court of the State of California, the United States Court of Appeals for the Ninth Circuit, and the United States District Courts for the Northern, Southern, Central and Eastern Districts of California.

​

Jeff is a former member of the National Board of Directors of the American Youth Soccer Organization (AYSO), the largest youth soccer club in the world.  He is also a member of the Contra Costa County Bar Association (labor and employment law division) and the State Bar of California (labor and employment law division).
